The Career Navigator Program is a comprehensive outreach initiative designed to address employment challenges faced by unemployed and underemployed individuals in Hamilton County, Ohio. The program specifically focuses on communities that often experience barriers to employment, including African Americans, Hispanics, immigrants and refugees, returning citizens, and single working mothers. By combining targeted outreach, career coaching, training opportunities, certifications, and job placement support, the program connects participants to sustainable careers in high-demand industries and promotes long-term economic stability.

Through funding provided by the Ohio Department Of Jobs and Family Services, the program has expanded its ability to reach individuals in the community who may not otherwise have access to workforce services. This support has allowed the Career Navigator team to engage residents directly in neighborhoods, community spaces, and partner locations across Hamilton County.

Since the program’s launch, Career Navigators have successfully engaged more than 2,000 individuals through community-based events and outreach efforts. These activities have increased awareness of workforce resources, strengthened community partnerships, and helped participants begin pathways toward employment and career advancement. One of the program’s key successes has been the development of a youth internship initiative, which provides students with hands-on exposure to career opportunities while strengthening employability skills such as communication, teamwork, and workplace responsibility.

The funding has also been critical in addressing the complex barriers many participants face while seeking employment. Individuals served by the program often experience housing instability, transportation limitations, food insecurity, and a lack of affordable childcare. Through this initiative, Career Navigators work closely with participants and community partners to connect individuals with supportive services that stabilize families while they pursue employment or training opportunities. This coordinated approach allows participants to focus on long-term career growth rather than short-term crises.

The program’s impact is best illustrated through the stories of participants whose lives have been transformed through support and opportunity. One program participant entered the Career Navigator Program while leaving an abusive relationship and facing significant barriers to employment. A Career Navigator connected the participant with Women Helping Women, where she received assistance obtaining a restraining order and accessing supportive services. Navigators then helped her develop a professional resume and prepare for employment opportunities. She secured a position as a Crew Member at Chipotle and was promoted to Service Leader within 6 months. Today, she works as an Office Manager for a cleaning company, earning $46,000 annually, demonstrating how the program helps individuals rebuild their lives and advance professionally.

Another participant enrolled in the program while struggling to maintain employment because of childcare challenges with her newborn twins. The Career Navigator team helped connect her with childcare resources, allowing her to retain her remote banking position. Despite later assuming responsibility for her three younger sisters after the death of their father—and caring for two sets of twins—the participant remains employed and continues to provide stability for her family.

While the program has achieved meaningful successes, implementation has not been without challenges. Early in the grant period, additional time was needed to navigate the state system’s training and onboarding processes. Additionally, the program experienced the tragic loss of a valued team member, requiring staff to redistribute responsibilities and continue operations at reduced capacity during the final phase of the program.

Despite these challenges, the Career Navigator team remains committed to completing program activities, maximizing impact for youth and adult participants, and conducting an evaluation that will inform future workforce strategies. The program continues to serve as a trusted, relationship-based resource for Hamilton County—supporting individuals, strengthening families, and expanding pathways to economic opportunity.
